Responsibilities Our newest opportunity is for a talented Senior Financial Advisor to join our PMI division in Doha, Qatar. We envisage success in this role to include: - Lead financial advisor for the procurement of a PPP delivery partner. - Responsible for all PPP project development and procurement activities required to deliver projects as PPPs. - To lead PPP structuring, the preparation of financial feasibility frameworks, financial due diligence, tariff modelling, risk analysis and mitigation, financial modelling/analysis, project finance, tender process management and project monitoring and evaluation. - To manage, review, and engage with the transaction advisor and all relevant stakeholders on the financial and commercial aspects of the PPP project documents during the project's development and procurement, those include among others: - The project's financial and market aspects of the needs assessment study, optioning study, and business case study. - Financial and commercial aspects of the request for qualification and request for proposal documents (e.g., financial parts of the instruction for bidders, proposed financial evaluation criteria, and their rating) - Macroeconomic and financial risks in the main body of the project agreement and the financial schedules of the agreement such as the payment mechanism schedule. - Updating of financial parts of the request for proposal documents. - To lead all workshops related to preparing the bid documents. - To support the Authority's Project Manager's interaction with the bidders on the financial matters of the bidding documents. - To coach, direct, train and supervise the Authority's PPP team for the purpose of achieving assignment objectives. - To engage with project owners on the financial requirements/matters related to the PPP projects and engage with other stakeholders (e.g., Ministry of Commerce and Industry and Ministry of Finance etc.) on the PPP project's financial and market-related matters as necessary. - To assess applicable PPP model options and recommend a preferred option with high level assessment of the commercial structure. - To lead the preparation of the payment mechanism in coordination with the technical advisor. - To participate in and/or manage the evaluation of the financial proposal of submitted bids and the selection of the preferred bidder. - To lead the negotiations with the preferred bidder to achieve financial close. - To manage key stakeholder relationships. - To identify, develop, and promote programme and project required policies. - To ensure achievement of and compliance with targets - To lead and attends relevant meetings

Requirements:

- To be successful in this dynamic opportunity, we envision that your career journey to date will include 20+ years of relevant experience partnered with a Bachelor in relevant field. - University degree in a relevant field, this may include but is not limited to: Project Management, Commerce, Economics, Business Administration, Engineering, or equivalent obtained from universities identified in the World Higher Education Database (WHED) published by the International Association of Universities. Chartered, Licensed or Professional Certification is a requirement and shall be obtained from internationally recognized professional institutions or organizations. - More than 20 years of practical and relevant experience since obtaining the educational qualifications specified, including 10 years of experience in transaction advisory and PPPs. - Must have excellent skills in preparing reports, drafting letters, and making presentations to senior management and senior representatives of stakeholder organisations. - A successful track record of developing good relationships and networks within a large organisation and with external agencies. - Ability to make impartial priority calls and determine appropriate course of action, dealing with many different stakeholder views.
