Job Description

The Program Manager will play a pivotal role in the successful execution of the new data center commissioning project. This individual will be responsible for overseeing all aspects of the project, from design and construction to quality testing and handover, ensuring alignment with the bank’s requirements and industry best practices. The Program Manager will act as the primary point of contact, coordinating efforts between the vendor/contractor responsible for designing and building the new datacenter, the vendor/contractor responsible for the building reinforcement, and internal stakeholders to deliver a state-of-the-art data center facility.

Responsibilities
● Manage, and control the project scope, ensuring all deliverables are met within the agreed-upon timelines and budget. ● Establish and maintain strong relationships with key stakeholders, including all vendors/contractors, internal teams, and senior management. ● Identify, assess, and mitigate project risks, developing contingency plans to address potential challenges. ● Collaborate with the design teams and all vendors/contractors to define and implement the data center’s technical infrastructure, including power, cooling, cabling, and network architecture, ensuring compliance with Uptime Institute Tier III standards and the bank's specific requirements. ● Provide bi-monthly project updates to Bank Muscat Project Manager, and attend Project Steering Committee to present and highlight progress, and risks. ● Manage and report on the project budget, expenditures, and ensure cost-effectiveness. ● Oversee the performance of the vendor/contractor, ensuring adherence to contractual obligations, design specifications, and quality standards. ● Conduct on-site visits to consistently monitor progress, proactively address issues, and verify strict adherence to established safety protocols at all project sites. ● Identify and assess potential risks and issues throughout the commissioning and quality assurance process, recommending mitigation strategies. ● Conduct weekly meetings, either remotely or on-site, with vendor/contractor representatives and site engineers to ensure the works are progressing as planned and as stipulated in the Contract. ● Review, approve, and develop (if Necessary) the testing plans and load tests, test reports, for all data center systems/major components, including electrical, mechanical, and IT infrastructure, to validate performance and functionality. ● Implement and manage a robust quality assurance program, conducting inspections, audits, and reviews to verify adherence to design specifications, industry standards, and best practices. ● Oversee the execution of performance tests, including Integrated System Testing (IST) and Facility Acceptance Testing (FAT), to validate system functionality and performance. ● Develop and maintain comprehensive project documentation, including project plans, test plans, test results reports, progress reports, and handover documentation ● Develop and maintain detailed documentation of all aspects of the data center build, including designs, configurations, procedures, and policies, to support ongoing operations and future audits. ● Ensure all prerequisites are in place to assist Bank Muscat in achieving Uptime Institute Tier III Certification in case the bank desires to certify the new facility. ● Oversee the planning, installation, and testing of critical power systems (including UPS, generators, and electrical distribution), cooling solutions (such as HVAC systems), Safety and Security systems ensuring they meet the required performance specifications and redundancy levels. ● Work closely with hardware and software vendors to select / recommend the best technology solutions for the data center, ensuring that all components are compatible and optimized for performance in line with the bank’s requirement. ● Plan and oversee relocation of existing systems into the new data center, ensuring minimal disruption to operations and data integrity.

Desired Candidate Profile

Education: Bachelor's degree in Engineering, Computer Science, or a related field. ● Experience:

  • Minimum of 10 years of experience in project management, with a focus on data center construction and management.
  • Proven experience managing large-scale, complex projects, preferably in a data center environment, with a track record of successful delivery.
  • In-depth knowledge in data center design and build, and operational requirements, including power, cooling, network infrastructure, and security systems.
  • Strong experience in vendor management and contract negotiation.

Skills: ● Strong leadership, and team management skills, with experience leading diverse teams in a high-pressure environment. ● Excellent verbal and written communication skills, with the ability to convey complex information to both technical and non-technical stakeholders. ● Strong analytical, problem-solving, and decision-making abilities. ● Ability to manage multiple priorities and work effectively under pressure. ● Proficiency in project management tools and software. ● Knowledge of safety regulations and construction practices. ● Proficiency in data center commissioning and quality assurance tools and methodologies. ● Familiarity with the latest trends and technologies in data center design and operation. ● Certifications: ○ Project Management Professional (PMP), PRINCE2 or equivalent certification. ○ Data center related certifications such as Uptime Institute Accredited Tier Designer (ATD), Certified Data Center Professional (CDCP), Certified Data Center Specialist (CDCS) or equivalent certifications are preferred.
