Westlakes Recruit is currently recruiting for an HSW Manager – Training & Technology (Saudi National) to support the NEOM The Line project on a permanent basis in KSA.
Overview: NEOM – The Line Programme aims to become the largest capital project in the world, challenging the status quo to deliver meaningful change and establish NEOM as a world-class leader in multiple areas. The programme consists of multi-modular components, each representing a complex multi-disciplinary element of the overall project, with both standard and bespoke scopes.

Role Purpose: The HSW Advisor will provide health, safety, and wellbeing advice and support across various functions. This role will assist the HSW department in establishing processes and systems, managing HSW projects, and providing technical support to stakeholders on The Line. Initially, the advisor will oversee the establishment of The Line training center, implement the training strategy, and support technology integration.

Responsibilities

Provide HSW advice and support across the HSW function/discipline. Manage the implementation of the training strategy and training execution plan. Develop a training needs analysis for The Line. Support the development of training programs specific to The Line. Coordinate the delivery of HSW training, including conducting training sessions as necessary. Oversee accreditation processes for third-party training providers and contractors delivering critical risk training. Develop the HSW competency framework and implement an accreditation program. Establish and monitor training and competency targets related to HSW. Support the construction and establishment of The Line training facilities. Manage the implementation of HSW technology and innovation strategies. Lead the HSW technology and innovation working group. Project manage, assess, and report on technology and innovation trials and their implementation. Support preconstruction and procurement activities as required. Requirements:

Knowledge, Skills, and Experience: Proven experience providing HSW advice across various safety disciplines. Familiarity with Health, Safety, and Wellbeing Management Systems. Experience in developing and delivering HSW training programs. Proficient in conducting audits, inspections, and compliance reporting. Understanding of global HS&W legislation and application in large programs. Experience in quantitative and qualitative risk assessment and monitoring controls. Skills in data gathering and statistical trend analysis. Ability to monitor, review, and report on performance and compliance. Expertise in identifying HS&W improvements to systems, processes, and products. Experience in preconstruction and project planning activities. Proficiency in Microsoft Word, Excel, Adobe E-Learning Suite, and other learning platforms. Client Orientation: Align with the company's core values as a relationship-based organization. Relevant health and safety qualifications (e.g., NEBOSH Certificate or equivalent) are required. Membership in a recognized institution or equivalent is preferred. Salary: SAR 50,000 to 56,637 per month inclusive of fixed allowances.
