HSE Trainer – Samsung E&A

Responsibilities
General Characteristics (Job Summary) - Identify HSE training needs for the Plant; plan, develop and execute HSE training programs on all related issues and emergency management to all Plant employees in order to promote a safe working environment within the company HSE policy and guidelines. - Maintain training time and related documents. - Keep all trainings records - Maintain proper communication with all subcontractors & client. - To issue training passport and stickers after conducting training as evidence. - Capability to follow up of on HSE training activities ensuring the achievements of foreseen targets, - Capability to prepare and conduct Safety induction for new comers Roles & Responsibilities - Training Needs Analysis, Training Programs, Procedures and Training/ Instructions - Analyze and identify HSE training needs, together with Team Leaders, for all site personnel and develop the training plan & key performance indicators (KPIs) in accordance with the annual HSE plan and company policies & procedures. - Develop plan for safety talks, tool box talks and development of site HSE Procedure and guidelines in line with the HSE strategy and facilitate effective implementation of standards. - Facilitate the implementation of company’s Health, Safety and Environment policy and promote awareness of its use to ensure adherence to company standards. - Plan, develop and execute HSE training programs for all operations in order to create awareness and promote a safe working environment. - Acquire training competencies established by Client as part of their submitted HSE Plans to ensure adherence to company standards. - Act as a focal point see to the continuous improvement of all induction materials. - Develop the HSE training course manuals, and materials as per the training Plan and in line with the competency requirements to develop company staff, and ensure that effective and clear training is also provided to third party contractors. - Develop risk and emergency based training courses for contractors and employees and ensure that sufficient preventive training on the necessary HSE tools and equipment is provided, so that immediate action during emergency situations could be taken to minimize the risk impact of accidents on public, environment, and property. - Provide HSE training during shutdowns, star-up and commissioning activities and ensure their full understanding of the company’s HSE guidelines and standards to minimize risk impact of non-compliance. - Identify and communicate personal protective equipment (PPE) requirements and train the employees to ensure that the PPE requirements are properly implemented and enforced as per company HSE standards. - Assess effectiveness of training and trainers of programs conducted both in-house and with third parties to ensure achievement of objectives as per defined quality standards. - Communicate HSE policies, guidelines and standards to all staff through presentations and develop HSE campaigns to ensure HSE culture is disseminated to all employees. - Develop various presentations on HSE subjects to continuously foster a safe working culture in the division. - Develop HSE campaigns and associate training material on different issues to ensure proper HSE Culture is disseminated to all employees. - Develop HSE posters, video/DVD, in-house video productions, prepare and distribute HSE bulletins/newsletters, HSE alerts to enhance awareness whilst also promoting e-learning across the division. - Participate in the development and follow-up of the HSE department training Budget and monitor its financial performance, ensuring all activities are carried out in compliance to the approved budget. - Conducts training audit with subcontractors and keeping records according to company policy.

Desired Candidate Profile

Experience - In managing Safety aspects in Oil & Gas, Refinery & Petrochemical fields. - Experience and knowledge of International Oil & Gas HSE Management System Knowledge - Training methodologies and tools Knowledge of methodologies and tools for the design, planning, delivery and evaluation of training activities - HSE task risk assessment Knowledge of main techniques and methodologies for hazards identification, occupational risk assessment and evaluation (e.g. Risk assessment, likelihood and Severity evaluation, JSA). - Proficient in both written and oral communications and in Microsoft Office Word, Excel and Power Point. - Good knowledge of Safety Procedures.
