We are looking for Deputy Chief of Party Technical for Water and Wastewater Sector Climate Change Adaptation Activity.

Position Description/Summary:

USAID/Egypt is in the process of designing a new multi-year climate change adaptation activity to support the Government of Egypt (GOE) to enhance climate readiness through improved resilience planning and management within the water and wastewater sector. Specifically, this activity seeks to enable resilience of water and wastewater utilities by supporting a set of complementary activities that will achieve the following objectives.

Objective 1: Improved evidence-based policymaking for water and wastewater utility resilience;

Objective 2: Improved implementation of adaptation strategies at selected governates; and

Objective 3: Increased awareness about climate change in selected communities.

Working under the direction of the Chief of Party, the DCOP-Tech will be responsible for designing, planning and managing execution of programmatic activities under all three objectives listed above. specific intermediate results (IRs) may include : (IR1): Improved understanding of gaps and vulnerabilities of the sector; (IR2): Strengthened planning and management to absorb shocks caused by climate change at national and utility levels; and (IR3): Improved integration of adaptation strategies and measures into existing planning and utility level operations. In undertaking these responsibilities. The DCOP-Tech will manage up to five senior or mid-level technical staff responsible for day-to-day project execution and stakeholder engagement. A member of the project’s senior Managment Team, the DCOP-Tech will also coordinate and work closely with the Tetra Tech home office to prepare project deliverables.

Responsibilities
* Ensure the achievement of the Activity’s three objectives through management and coordination of technical staff and processes; * Oversee planning, coordination, and day to day implementation of technical activities in partnership with technical team members; * Provide technical expertise and support annual activity work planning and adaptive management of the Activity; * Oversee technical activities and ensure interventions align with targets as set in the monitoring, evaluation, and learning (MEL) plan; * Serve as acting COP and point of contact for the client and home office in the COP’s absence; * Ensure compliance with USAID rules and regulations.
 

Desired Candidate Profile

Minimum Qualification Requirements: Minimum master’s degree in civil engineering, climate sciences, water resource management, business administration, or other relevant fields; * Minimum of 10 years of progressively responsible supervisory experience providing technical oversight to donor-funded projects in the water and wastewater sector in Egypt or the Middle East; * Significant prior experience working and managing water and wastewater capacity building and institutional strengthening programs in Egypt; * Expert knowledge of the Egyptian water and wastewater sector including assessing climate readiness, understanding gaps and vulnerabilities, and improving operational performance; * Experience leading donor-funded programs of relevant size and complexity; USAID experience a plus; * Professional fluency in English and Arabic is required.   To be considered, please submit the following: * Cover Letter * CV in reverse chronological format   Reasonable Accommodations: We are dedicated to hiring an inclusive workforce.
