Job Description
To manage daily operations within the Asphalt Plant. To be responsible for all the technical and engineering aspects relating Asphalt so as to achieve the maximum cost-effective utilisation of the plants to meet customer needs without compromise to Company SHE and Quality Systems.
Responsibilities
Operational Efficiency:
• To manage the day to day operations of the Asphalt Plants Fixed Plant Maintenance teams
• To supervise all employees and contractors on Site and ensure the health, safety and welfare of employees, contractors and visitors on the Sites
• To ensure sufficient stocks of aggregates, bitumen, fillers and fuel are maintained on the sites and their timely and cost-effective delivery
• To be the first point of contact for the Project Manager, Contracting / Asphalt Laying Supervisor, Ex Works Customers and Statutory Authority Inspectors
• To ensure the cost-effective maintenance is provided to all Equipment in order to maximise Plant Utilisation; minimise unscheduled plant stoppages and breakdowns; minimise defective materials - thereby maximising OEE
• To ensure all Sites are run as per Colas policies and procedures
• An ability to identify and report/rectify problems prior to delivery of material/equipment to work sites
• To maintain accurate site records for all Sites activities
• Work in a safe manner to ensure the Health and Safety of self and others.
• Comply with and be actively involved in Tarmac SHE and Quality Policies and Procedures (E.g. IMS, etc.).
• To achieve budgeted volume of business during every month in the minimum operating time and within budgeted costs
• To reduce wastes in the use of both raw and finished asphalt materials and operating hours at all sites
• To ensure that adequate spares and resources are available.
• Coordinate with Technical Department iro Mix Designs and Asphalt Quality.
Human Resources Responsibilities:
• Provide motivation, support and guidance to all employees
• Monitor and review the performance of staff and organize necessary interventions for improvement
• Formulate and Agree SMART objectives and review via PC&DR process
• Provide training and development opportunities for staff
• Involve, coach, manage and develop direct reports to enable them to identify and resolve issues
• Ensure compliance of Colas Middle East Policy and procedures at all levels
Compliance – Anti Bribery Commitment Responsibilities:
• Read, understand, adhere and comply with the information contained within the Colas Middle East Rules of Conduct, Colas Middle East Policies, and with any training or other anti-bribery and corruption information given by the Management

SHEQ Responsibilities:
• Shall demonstrate visible felt leadership, always Leading by example to influence appropriate behaviour, encouraging and coaching their direct reports in developing a positive business and safety culture within their work groups.
• Shall ensure that their operation(s) is managed in accordance with the Colas Middle East Integrated Management System (IMS), standards, rules and procedures. That suitable front-line supervision is provided for all work activities. That hazards are identified, and risks are adequately controlled. That the workforce is trained, competent and authorised for tasks they are asked to perform.
• To directly and actively praise safe working and challenge unsafe behaviour / conditions which are unsafe and to stop and rectify as appropriate.
• Encourage two-way communications and resolutions via Face to Face conversations with the work group.

Commercial Responsibilities:
• Liaise with Sales Team to ensure high levels of customer service are achieved
• Plan around road restrictions and manage site permit requirements
• Ensure that there are accurate site addresses for each delivery
• Ensure cash sale pricelist is maintained
Quality Assurance Responsibilities:
• Ensure all vehicles are inspected and free from contamination prior to entering and leaving site
• Oversee imports of all materials ensuring quantities verified
• Inform technical department of any material abnormalities that are identified by you or your team either for delivery/ex-works or imported materials
Requirements:
• Good general level of education.
• Supervisory role in asphalt
• Asphalt plant minimum of 5 years’ experience.
Experience / Achievements:
• Experience of a similar environment / role
Know-How:
• Knowledge of SHEQ, Product Knowledge and Technical awareness.
• Working knowledge of plant and materials.
• Good verbal and written communications skills - English essential
