Position Overview
The Senior Manager – Engineering Management is responsible for the development, preparation, and management of project engineering documentation, ensuring the successful delivery of engineering activities within assigned projects. This role is critical in achieving functional and project-compliant engineering outcomes, starting with projects within Phase 1 of THE LINE.

Responsibilities

• Engineering Strategy & Planning: Develop engineering strategies, management plans, schedules, risk mitigation plans, and resource forecasts to align with project milestones and objectives.
• Team Leadership: Oversee a team of permanent and temporary staff, including discipline engineers, subject matter experts, secondees, and consultants, to ensure successful project delivery.
• Stakeholder & Communication Management: Create and manage stakeholder communication and reporting plans to ensure alignment with NEOM standards and practices.
• Project Compliance: Ensure adherence to applicable NEOM standards, codes, and practices in all engineering deliverables.
• Resource Management: Strategically manage team resources, including allocation, procurement, and performance to optimize project efficiency.
• Risk & Progress Monitoring: Track and report progress on engineering activities, manage strategic risks, and prepare progress reports to ensure timely project milestones.
• Day-to-Day Reporting
• Report to the Project Manager/Director on all project-related matters, providing necessary support, guidance, and insights.
• Provide updates to the Director of Engineering Management on strategic engineering issues, project status, and other critical matters.
• Collaboration & Professional Conduct
• Work closely with NEOM sectors and relevant stakeholders to ensure engineering objectives are met. The Senior Manager is expected to carry out duties with professionalism, supporting project outcomes and timelines efficiently.

Requirements:

Key Responsibilities
• Develop and manage engineering strategies, deliverables schedules, and risk management plans.
• Ensure project engineering outcomes align with the Project Manager/Director’s objectives.
• Collaborate with project managers, architects, consultants, and contractors to achieve project goals.
• Drive engineering solutions that are fit-for-purpose and foster innovation.
• Prepare scopes of work and evaluate technical proposals for engineering services and construction.

Key Accountabilities
• Lead team performance and ensure engineering outcomes meet project requirements.
• Plan and oversee project engineering activities, ensuring compliance with budget, timelines, and quality standards.
• Strategically manage risk for the assigned area.
• Effectively allocate and manage resources.

Qualifications
• Bachelor’s degree in Construction Management, Master Planning, Engineering, or equivalent.
• 20+ years of engineering experience with at least 5 years in design management.
• Prior experience in steel, concrete, high-rise, bridges, and heavy civil projects.

Essential Skills
• Proven experience in leading an engineering team for a major contractor, consultant, or developer.
• Strong analytical and problem-solving abilities, with excellent negotiation skills.
• Leadership experience managing cross-functional teams across various project phases.
• Excellent verbal and written communication skills.
• Proficient in developing concept strategies, programs, and business cases for large projects.
• Ability to perform under pressure and resolve complex technical challenges.

Desired Experience
• Experience within the GCC region.
• Background in developer and project management roles.
